is it ok to peal some of the paper off the inside by a widow or door opening and scrap some of the plaster or whatever it's called. i'am trying to taper it because the drywall sticks out about 1/8 th inch past window and door frames and then i can make a nicer job?

The paper is what holds the plaster together. You can remove some if necessary or sand it down. When patching holes often small amounts of paper may be gone. Typically you will want to leave the paper.
