special prep

I have put up a new wall that butts into old construction and I will be taping the seams where the old and the new construction come together. The old is obviously painted. I have a couple of questions:

1) Is there any special prep required to tape across these seams? I will have (2) wall seams and (1) ceiling seam like this. (1) wall and the ceiling seams are inside corner seams and (1) wall seam is sort of flush - this seam will join the end of an old wall that is about 4 5/8" wide and has a large bulge (up to 1/2") in the length of it so the new wall and old wall do not quite flush up.
2) Do I want to flush up by running mud to fill in this uneveness before I tape or tape the uneveness and fill in with mud afterwards?
